The Sanitary Engineer to the N.-W\ P. Government lias condemned the sanitary system of Mussoorie, known as the Bhutta scheme, which after years of working had come to be looked upon as perfect and which has hitherto certainly kept the sanitarium free from epidemic diseases and healthy compared with other hill stations. Every successive Sanitary Engineer and Surgeon-General of the Province had commended ; but now, and for the first time, the inhabitants are roused to the fact that it is defecAs a substitute for the existiug sanitary tive. scheme, the Sanitary Engineer supports Mr.

the Camel's Back. The valleys to the north of Mussoorie into wliich the pipes are proposed to be laid form the catchment area which feeds the Aglar river which flows into the Ganges and debouches at Hardwar, where the annual gathering of millions of Hindoo pilgrims from all parts of India is held. Apart from other considerations, the contamination of the waters of the Ganges is the greatest objection, which the Sanitary Engineer appears to have completely lost sight of, and would certainly bring the Government into collision with the Hindoo population of India, who will doubtless strongly oppose their sacred Ganges being defiled by the sewage of Mussoorie. Under these circumstances it is unlikely that the Government will favour the

project.

IN MEMORIAM. Another hero of the Sepoy Revolt of 1857, another great and good man, has gone over to the majority. It was only in March last we had occasion to notice at length the public services on his retirement due to failinghealth of Surgeon-

Colonel Archibald Hamilton

Hilson, m.d.,c.i.e., Inspector-General of Civil Hospitals, Bengal, and it is now our painful duty to announce his decease on the 4th January at Upper Norwood at, the comparatively early age of 59. After a chequered and arduous career extending over a period of three decades and-a-half, during late

which lie filled various posts to the entire satisfaction of the Government, with credit to himself and the service to which he belonged, he laid down the reins of office to enjoy that repose free from the cares and troubles of an active life which he had so richly earned; but Fate ordained otherwise, and within a few months of leaving the shores of India he was called to his rest. '

Not being a ( demonstrative character, what he did was done silently and in the discharge of duty without an attempt at dramatic effect. The late lamented Dr. Hilson, not being a carpet knight, received no decoration during the term of office, but after lie left tne country, a C. I. E. followed him to his native land, a tardy but inadequate recognition of eminent services performed unostentatiously, without fuss or friction. We cannot help echoing the sentiments of his numerous friends and acquaintances when we breathe the prayer?Rcyuiescat-in pace.
