Recent research by the Chartered Management Institute (CMI) found that one in three managers working in health and social care is considered ineffective by their staff, and that this figure rises to almost half at senior management level. NHS England has, for the first time, made quarterly data on the number of never events at each hospital trust in England publicly available. Previously the information was published annually and at national aggregated level. Personal health budgets From April, people receiving NHS England continuing healthcare funding will have the right to request a personal health budget (PHB), giving them more control over their care. To help commissioners and policymakers negotiate the policy, the Nuffield Trust has published a report on what PHBs are and how they will work in practice. It also discusses issues that will affect commissioners, such as how to determine appropriate value of PHBs, how to decommission existing services to fund PHBs, and how to find the money needed to pay for the necessary infrastructure. Out for consultation Pension contributions Amendments to the NHS pension scheme regulations have been drafted by the Department of Health and include proposals to increase member contribution rates from April 1 (for those earning more than £15,000) and introduce new scheme access requirements for independent providers of NHS clinical services. Welsh Ambulance Services, a number of recommendations were made. These included changing the service’s name, transforming how care is provided, with greater focus on the most appropriate healthcare professional treating patients in the right place at the right time, and ensuring clear lines of funding and accountability. The Welsh Government has now published proposals on legislative changes that aim to provide a clinically led, appropriately funded ambulance service that has clear governance arrangements. Continuing health care Meanwhile, the Welsh Government is also looking for views on implementation of its National Framework for Continuing NHS Healthcare (CHC). The document replaces the 2010 framework and will be supported by various resources, for example an online CHC toolkit that includes documentation templates to help local health boards with contracts, policies and protocols, and regular newsletters and conferences to enhance shared learning.
